Reports for Town Planning Compliance
SDA and BESS reports are a Victorian council requirement for many development sites, prior to granting a planning permit. Some councils may refer to these reports as a Sustainable Design Statement or ESD Management Plan. BESS is actually used as an input for SDA reports. Reports are accessed via a comprehensive online assessment tool and the use of thermal modelling. These are used to rate the energy efficiency and overall consumption of a proposed dwelling.
SDA Reports

BESS Reports
The Built Environment Sustainability Scorecard (BESS) is an online assessment tool which is designed to supplement and SDA. BESS is fast becoming the Victorian equivalent of BASIX in New South Wales as more local councils begin to require ESD assessments at the planning permit stage of the development cycle. There are already 30 councils in Victoria that are implementing BESS with more Victorian councils expected to follow.
